Authority to Approve Memberships in Various Organizations Benefitting the University Mission



Re:  Payment of Memberships For University Employees



It is the policy of the University to consider establishing memberships

in organizations designed to promote the advancement of education and

research, enhance the professional standing of its administrative

personnel, and facilitate favorable community/campus relations.



UC policy states that Chancellors or their designated representatives

are authorized to determine which organizations are suitable for

university membership, to designate employees (officers, faculty, and

staff personnel) who are eligible to join such entities, and to

authorize membership payments.



With this letter, I hereby redelegate this authority to each of you in

your respective areas of responsibility, under the following guidelines.



Memberships in the following types of organizations may be approved:



1.  Organizations of universities and colleges, including accrediting

    agencies (e.g., the National Association of State Universities &

    Land Grant Colleges and the American Association of Universities).



2.  Organizations of professional schools and colleges, including

    accrediting agencies (e.g., American Association of Colleges of

    Pharmacy, American Society for Engineering Education).



3.  Organizations of institutional service agencies and administrative

    officers (e.g., the Institute of Internal Auditors and the Western

    Association of College and University Business Officers).



4.  Scholarly societies (e.g., the Organization for Tropical Studies and

    the Western Economic Association).



5.  Community organizations (e.g., the Chamber of Commerce and the

    Urban League).



6.  Organizations that require membership in order to obtain its

    periodicals (e.g., the American Society for Testing Materials and

    the American Management Association).



Payment of memberships for university employees and/or departments are

authorized based on adherence to the following guidelines:



1.  General institutional (rather than individual) memberships should be

    obtained in organizations of universities and colleges, professional

    schools and colleges (including accrediting agencies), and institu-

    tional service agencies & administrative officers, where possible.



2.  Memberships in community organizations are authorized only at the

    level necessary to achieve effective campus/community relations

    (within a reasonable expenditure of funds).



3.  Department heads may approve memberships in organizations to obtain

    periodicals, upon certification that the periodicals cannot be

    otherwise secured.



4.  University libraries may purchase memberships to obtain periodicals

    that cannot otherwise be secured.



5.  Payments other than initiation fees, dues, and reasonable costs of

    attendance must be specifically authorized by the Chancellor.



6.  Payments will not be made to organizations that are primarily social

    (e.g., country clubs).



7.  As with any budgetary decision, cost and benefit must be important

    considerations in approving any membership.



This delegation is effective immediately and supersedes all previous

delegations on the subject.
